The inner Sydney suburbs of Redfern, Waterloo, Alexandria, Green Square, Eveleigh, Darlington and Chippendale are undergoing significant changes as a result of the re-development of previously industrial land and the activities of the Redfern Waterloo Authority, Landcomm and the Council of the City of Sydney. On this section of the site we have recorded some of the significant changes which will help shape the future of Redfern Waterloo and its business context.

Chamber Business Consultation - 25 March 2010

In a media release on 26 February the RWCC called on Local Business operators to stake a claim in the area's evolution and potential. Local business operators should not miss this opportunity to make their thoughts known, and take hold of the future potential of Redfern Waterloo the statement said.

The Redfern Waterloo business community is clearly enjoying a huge boost to commerce as a growing number of small and large businesses set up and relocate to the area.

Channel 7, Global Television, Pacific Magazines and the new National Centre for Indigenous Excellence have chosen to make Redfern their home, whilst a string of new cafes, art galleries and creative enterprises have opened their doors throughout the area including in Waterloo, Eveleigh and Darlington.

The Redfern Waterloo Chamber of Commerce President, Ms Mary Lynne Pidcock, is thrilled with the high level of interest in the area.  

“The number of new businesses is a real vote of confidence in how the area is developing, and testament to the influence that the new refurbishments and first class businesses are having on the area”.

Ms Pidcock added, “The Redfern Waterloo area also offers first class education facilities, along with media and technology clusters that are making their mark on the global stage, as well as being loyal and committed to the local development of business growth”.

The Redfern Waterloo Chamber of Commerce has a role in liaison with all tiers of government and represents the interests of local businesses throughout the Sydney Metropolitan Region.  

Ms Pidcock said she would like to strengthen the membership of the Chamber and most importantly give local businesses a say in the development of the Chamber’s Strategic Plan.  

A Breakfast Planning Meeting is taking place on Thursday 25 March 2010 above the Park Café on Chalmers – Redfern Park,(Opposite 265 Chalmers Street, Redfern). Breakfast  at 7.00 am, for a 7.30 am start, until 10.00 am.  

“All businesses in the Redfern, Waterloo, Eveleigh and Darlington areas are most welcome to attend the meeting to provide valuable input into planning process for the Chamber and network with the local businesses,” said Ms Pidcock.

Welcome to Elizabeth – Our New Business and Community Development Co-ordinator

The Business Co-ordination Officer referred to in the Council Business Precinct motion has now been appointed. Elizabeth Waser is the new City of Sydney Business and Community Development Co-ordinator for Redfern, Waterloo and Green Square.

 

Elizabeth will be working with the business community in developing key working relationships and projects for achieving business and community objectives in the precincts.

 

Prior to joining the City of Sydney, Elizabeth was Economic Development Manager for the former Baulkham Hills Shire Council for nine years, Executive Officer of Planning and Operations for the World Youth Day Coordination Authority and Senior Policy Officer for the Centre for Road Safety with the RTA.

Roll Up Redfern Joint Letter to Business

One of the first outcomes from the City of Sydney resolutions regarding the Redfern Business Precinct Study was the formation of a Roll Up Redfern committee which was bought together by Council CEO Monica Barone, RWA CEO Roy Wakelin- King along with The Redfern Waterloo Chamber of Commerce. Souths Football Club and REDWatch have been invited to join the committee to address some of the issues in an integrated manner. The RWA describe the Roll Up Redfern Campaign as:

“The campaign aims at encouraging local businesses to roll up their shutters to create inviting and vibrant streetscapes for new visitors to the area. More than 2,000 people will be calling the Redfern area their working home in the coming year with the arrival of Channel 7 and its partner companies. Rolling up shutters sends the message that Redfern is open for business and activity.”

Following visits to some of the shops on Redfern Street a letter has been sent to commercial / retail property owners and tenants advising them of the changes expected in the next few months and asking businesses to consider Rolling Up their Shutters and welcoming people to their businesses.A copy of the letter to property owners signed jointly by the City of Sydney, The Redfern Waterloo Authority and the Redfern Waterloo Chamber of Commerce is provided below.

Changed Redfern Town Centre SEPP

The RWA have advised that the recently advertised Redfern Town Centre SEPP was gazetted 25th September 2009. The SEPP change reduced the podium heights around three buildings. The changes can viewed at: www.legislation.nsw.gov.au/mapindex?type=epi&year=2005&no=194

The RWA is also finishing off its proposed Redfern Town Centre guidelines which are expected to be exhibited late October 2009. The development of these guide lines has involved input from Built Environment Ministerial Advisory Committee members and some within the community.

RWA Launches Electronic RWA Updates

The Redfern Waterloo Authority have launched a new electronic “RWA Update” in which they say:

"This information service has been developed to provide you with the latest in development news, courses, events, programs and anything else that is a part of this vibrant community. In order to keep you informed, the RWA Update will now be delivered by email on an ongoing basis."

August 2009: Response to the Redfern Business Precinct Study

This study, commissioned by the City of Sydney and undertaken by Environmetrics, was drafted in late 2008. A workshop to discuss the findings and recommendations was held in December 2008, convened by City of Sydney and attended by all major stakeholders, including RWCC. After a long period of endeavour by RWCC, marked by the continuous efforts of the Executive under the leadership of two previous Presidents, we are now delighted to say that the issues of the Shutters, which are a feature of many shopfronts in the area, is to be addressed with action.
At the meeting of Council, on 10th August 2009 a motion moved by Councillor Doutney and seconded by Councillor McInerney was carried unanimously. Council resolved that:
“………
(D) receive and note the Redfern Business Precinct Study
(E) note the imminent employment of a Business Co-ordination Officer and the community’s views hat community interests would be best served if that officer were stationed in the area;
(F) work with major stakeholders such as the RedfernWaterloo Authority, the Redfern Waterloo hamber of Commerce and South Sydney Football Club to implement the Study’s recommendations, iving priority to:
(i) working with property owners, the Redfern Waterloo Chamber of Commerce, the Redfern aterloo Authority and Police to improve the shopfronts along Redfern and Regent Streets and take nitiatives to remove or enhance the shutters and roller doors on the existing shops and, in particular, onsider an exciting public art project on the shutters;
(ii) commencing a commercial branding exercise for Redfern which will inform a marketing strategy nd direct a targeted business tenancy initiative, the $17,800 remaining in the 2009/10 Business upport Grant program being allocated towards this project; and
(iii) developing a detailed and unified Calendar of Events for the area and identify a key community vent or festival.”

July 2009: Pemulwuy Project to Breathe new life into the Block

The NSW Government has approved the Pemulwuy Project Concept Plan for The Block – a project that can deliver 300 jobs, 62 homes and over 9,000 square metres of commercial uses, shops and community and cultural space.

NSW Planning Minister Kristina Keneally today announced approval of the $60 million concept plan to create new residential, commercial and cultural facilities for the local Redfern community.

Joined by State local member for Marrickville, Carmel Tebbutt, Federal local member for Sydney, Tanya Plibersek and City of Sydney Lord Mayor Clover Moore, Ms Keneally said the concept plan approval provided the guidelines to rejuvenate the area.

"Today’s announcement is the first step in creating a modern, sustainable and accessible community," Ms Keneally said.

Ms Keneally said.

"This $60 million project will deliver a boost to employment in the Redfern area through the creation of around 200 construction jobs and 100 ongoing positions once complete."

"The State Government and the Department of Planning have worked closely with the Aboriginal Housing Company (AHC), throughout the assessment process.

"I congratulate everyone involved on the hard work that has delivered a plan to create a vibrant, safe and sustainable community."

Ms Keneally said the redevelopment would include:

  •  

      • More than 15,000 square metres of floor area for a range of commercial, retail, cultural and community uses, including up to 62 residential apartments; 

      • Basement and ground floor car parking for around 71 vehicles; 

      • At least 500 square metres of open space, opening up the site to the surrounding area and connecting to the existing public open space on the adjacent Redfern Community Centre site; 

      • Incorporating into the development several lanes in the area, including Eveleigh Lane;

      • Conceptual landscape design; and

      • Staggering the development in 3 stages.

Local member for Marrickville, Carmel Tebbutt, said she welcomed the approval and was excited by the redevelopment and rejuvenation of an important part of the Redfern and Darlington community.

"The Block for many years has played an important role in the local community and this redevelopment will complement and support its long and vibrant history," Ms Tebbutt said.

"Renewing this culturally significant site, with a range of housing, improved community cultural and education facilities and greater sustainability measures are fantastic news.

"I am pleased the AHC has incorporated Ecologically Sustainable Development principles such as, implementing water reuse and recycling initiatives.

"After many years of community debate, this approval represents a positive step towards seeing aspirations for The Block realised."

Federal member for Sydney, Tanya Plibersek said the approved concept plan will deliver 62 new units providing a range of different housing options.

"This range of housing combined with new retail and commercial developments will foster a vibrant new area not only for Indigenous Australians but for the whole community," Ms Plibersek said.

"While this is just the first step for The Block, it is an exciting step to know the historic site will become a sustainable, safe and accessible residential and commercial precinct for the local community."

Ms Plibersek said.

Ms Keneally said the concept plan promotes a secure and aesthetically pleasing site by incorporating the principles of Crime Prevention through Environmental Design.

"The plan will see buildings designed to address open spaces to promote a neighbourhood watch type of feeling," Ms Keneally said.

"Measures include lighting and physical barriers like landscaping and security fencing to identify between private and public areas.

"There will also be public open space accessible to both residents and site workers, as well as the general public, creating a vibrant community atmosphere."

Ms Keneally said following the public exhibition, a number of amendments were made to the proposal to address public and agency feedback, including the requirements on the AHC to:

  •  

      • Comply with Railcorp’s requirements with regard to protecting the rail corridor, stormwater drainage, noise and fencing/landscaping;

      • Demonstrate sustainable design, including meeting a minimum 4.5 star Australian Building Greenhouse Rating or equivalent in all new retail and commercial buildings;

      • Demonstrate design excellence in accordance with the Major Projects state environmental planning policy covering the Redfern Waterloo Authority sites; and

      • Prepare landscape plans for any new public domain areas.

"The AHC has also committed to consulting with the local community and stakeholders throughout the rejuvenation of the precinct and will ensure all future applications are consistent with the concept plan.

"They will also deliver part of the commercial and retail components in the first of the three stages of development, generating economic activity.

"This will initiate the renewal of the site and encourage participation of the wider community at the outset of the redevelopment."

January 2009: Eveleigh Carriageworks Redevelopment To Deliver Thousands Of Jobs

More than 6,500 jobs, 1,200 homes including affordable housing, and five new parks would be delivered under a $550 million redevelopment of the former Eveleigh Railway Yards. 

The redevelopment would also help fund an upgrade to Redfern Railway Station, promoting public transport usage for existing and future residents and workers. 

Minister for Planning and Redfern Waterloo, Kristina Keneally, today announced she has approved a concept plan for the redevelopment of the historic former Eveleigh Railway Yards site in Redfern. 

“The former Eveleigh Railway Yards have an important place in both the history and future of Sydney, but at the moment it’s simply underutilised,” Ms Keneally said. 

“The fact is that the site’s proximity to both the city and Redfern Station means it has the potential to become one of Sydney’s key inner-city precincts. 

“However there’s no question there are planning challenges for the area: preserving heritage but achieving the sites potential; creating growth but accommodating current residents.  

“The plan I’m announcing today would strike a balance between these challenges, and at the same time recognise the site’s worker and railway history. 

“The concept would also create more than 6,500 jobs, over half of which would be ongoing positions once construction is complete. More than 300 jobs would be allocated for Indigenous workers. 

“The site would be taken to market in 2009, and developed over the next five to seven years.” Ms Keneally said the concept plan proposes: 

  • Around 1,200 new dwellings within close proximity to Redfern Railway Station, 3 kilometres from the Sydney CBD;
  • Construction of a number of new buildings ranging from 4 to 16 storeys, with the taller buildings at the eastern end of the site and adjacent to the rail corridor;
  • Retention and adaptive re-use of existing heritage buildings;
  • A public open space network totalling 9,980 m2 including five new parks;
  • A 12 per cent target of new dwellings for affordable housing;
  • Infrastructure and services such as roadways and stormwater management;
  • Intersection upgrades to address any increased traffic generation;
  • New community and childcare facilities. 

Ms Keneally said the concept plan has been informed by extensive public and community consultation. 

“Consultation on the original plan resulted in significant changes, including the removal of several proposed buildings and inclusion of five new parks,” Ms Keneally said. 

“The proposal would deliver a range of residential, commercial, retail and cultural uses on the site, bringing new life to the local area breaking down barriers that physically separate the area from surrounding suburbs and neighbourhoods” 

Changes made to the concept plan as a result of public consultation included: 

  • Providing more open space including pocket parks and a large park at site’s western end;
  • Deletion of two of the proposed buildings;
  • Redistribution of building heights across the site;
  • Reduction of on-site car parking;
  • Reduction of the proposed floor space;
  • Introduction of sustainability and affordable housing targets, and
  • Increased provision of childcare places 

Ms Keneally said another important change to the original proposal was the inclusion of guidelines for an Interpretation Strategy for historic and heritage items. 

“One of the outstanding features of this site is clearly its historical and heritage significance. In considering the proposal I wanted to ensure the heritage features were not only retained but enhanced. I believe the proposal in its amended form will achieve that,” Ms Keneally said. 

“The existing heritage buildings, such as the Chief Mechanical Engineers Building, the Paint Shop and Clothing Store, will be protected and sympathetically re-used, and the proposed building heights across the site will complement the scale of the heritage buildings”. 

“The scale of adjoining neighbourhood buildings has also been carefully considered, with buildings fronting Wilson Street limited to three storeys above street level to complement surrounding residential buildings”. 

“Even the historic Fan of Tracks has been incorporated as a feature of one of the parks, which adds to the interpretation of the site’s historical significance.” 

The 10.7 hectare site, on the northern edge of the western rail line between Redfern and Macdonaldtown stations, is within walking distance of Sydney University’s Darlington campus, Redfern town centre and the Australian Technology Park. 

Previously known as Eveleigh Carriage Workshops, the site was closed as a construction and maintenance centre for rail stock in 1988.
